No. Ours were personally owned and we got a "stipend" for the upkeep and purchasing of new ones when needed.
I brought the arsenal up here, though haven't even considered thinking of debating pulling it, yet.

Scrapped a milkcrate of BF,s and copper last week . $97.50 for a milkcrate full.

yeah I do , copper is worth about 8 cents more per lbs then heavy brass. Hardly worth it , just do it by habbit.

I was promised more for brass if I separated red from yellow - too much like work.
