My brother works for a company that shortens (and lengthens) trucks everyday.
Trucks like that are made to be shortened.

Why do you need it shorter and it is spelled "cummins". What engine is in the other truck?

Cummins (6.7L) ISB 220 HP @ 2400 RPM, Governed @ 2600 RPM
Fuller FS-5406A, 6-Speed Manual
Standard Cab; 6.7L Cummins Engine 240 hp; Diesel; 6 Spd; Spring Suspension; 4.33 Ratio
Sorry about the spelling

So I assume your making a single axle dump with a wheelbase that short ?
Going for a 10 foot box ?
As for shortening the frame not a problem. They actually don't cut the frame they unbolt the rear axle move it to the desired wheelbase or cab axle measurement and re-drill the spring hanger holes after that is done they lopp off the excess frame past the rear axle.
It can be done in a couple days depending on how the shop is. They have to make a new driveshaft and shorten the wiring and brake lines. After that its all done.
If the dealer wants the sale of the truck they will pay for it which should cost about 1000-1200 dollars.
Frame steel is tough stuff you need a mag drill to properly drill the trucks frame. The process of chopping a section out of a frame usually isn't done.
Now the question why do you want a F-650 Ford ?

Myself I would be looking for a Sterling Acterra they are a better truck. Yes Sterling isn't made anymore but Freightliner will still service them.

You can derate the truck or find a under gvw truck. Here in B.C. we don't have the CDL law on single axles a regular drivers license is good for any size 2 axle truck any gvw.

What ever you do, do not buy a Freitliner FL truck. Piece of crap. Ours only had 7k miles before it needed a new clutch. And the way they have the dealer "networks" set up, one deal/service center to cover 350 miles, offers terrible service. IMHO
