24 hp briggs & Stratton not starting

I have a 24 hp vertical shaft briggs & Stratton INTEK V-twin.

when i take the spark plugs out it turns over.

when i put them back in it will not turn over just clicks and i can see the motor jerk a little and i made sure all pulleys were off just shaft on bottom.

Could the starter be weak?

With the plugs out it seems to crank over good?

This is a replacement engine im putting on and the Engine is less than one year old and all tune up parts have been put on!

The reason it turns over easier is because there is no compression (pressure) in the cylinders when the plugs are out. It should either be your starter or your battery. Good Luck :)

If it just clicks battery is problem almost dead. I would give it a nice charge and go from there.

This site takes forever for a response my local lawnmower shop. told me to do a valve adjustment and it started.
