Not sure of any free but Vistaprint is a great site and doesn't cost too much

I second that...vistaprint is awesome. Flyers, business cards, thank you notes, hats, t-shirts, tons of stuff. Easy to create and reasonable prices.

Illustrator is the best.. but it costs a lot of money.... unless you pirate it:)

Have you checked out aviary.com ... it's not a full on photoshop or illustrator but it's free and everything is done in your web browser ... I used their API on a site I built a while back and it worked like a charm.
