Briggs 407700 series with a p/n 808656 fuel pump. When it runs, there is gas spitting out of the fuel pump. When I let it sit, the gas tank empties. the hose from valve cover to pump is new, so are the fuel lines. Starts and runs just fine. Is the fuel pump bad ? Inquiring minds want to know.

If I'm not mistaken, the fuel pump is a plastic vacuum activated non serviceable fuel pump.
Now I'm not the sharpest knife in the drawer, but if fuel is spraying out of the fuel pump and all your fuel line and connections are intact, I'd check for a cracked fuel pump housing. Operating an engine with dripping fuel is one thing but spraying fuel is an invitation for FIRE.
If there is no evidence of the missing fuel externally, you may want to check the oil level in the engine.

I went ahead and disconnected the fuel line to the carb- I want to see if gas is going to leak out past the fuel pump. It doesn't appear that there is gas in the oil. I also disconnected the hose connecting the fuel pump to the valve cover, just in case the gas is leaking there. Can't hurt to replace the fuel pump either.
