To me these photos display insect activity rather than fungal.

Ask for a picture of the entire tree, if there is a section that is brown and wilted and the other areas of the tree look fine it could be bacterial leaf scorch, I know it is really taking a toll on the oaks in the mid atlantic

I spoke to some Rutgers guys that have been studying it, fertilizing will postpone the inevitable, in 5 or 6 years the tree will have to be cut down once symptoms show

He saw one today. Confirmed oak wilt in one, recommends injections on the rest.
