Help Kawasaki FH680v won't idle.

Hello all. I have a Cub Tank M54 with a 23HP Fh680v Kawasaki. What happened to me is I took the carb off to clean it just as regular maintainence and when i put it back together it only idles extremely high. I have the Kawasaki service manual and did everything by the book. I have no throttle control to adjust the rpms. Adjustments to the carb do nothing. If anyone has any ideas on what to look for I would appreciate it. Thanks

Not sure on this one but it sounds like the governor needs to be re-adjusted.
See if the governor is pulling the throttle linkage open more than the idle screw setting
