Scag wildcat wont start with key switch

I have a 2003 scag wildcat mower, When I turn the key I hear a faint click around the motor but it won't turn over. If I jump the starter wire the mower starts. Is there a relay (?) that would make this happen. I have bypassed all safety switches & it still does not start with the key switch. The 2 fuses below the key are ok.

We have put several ignitions in a 2005 WC there about 14 dollars from napa. Just alot of vibration and dirt.
