Aeration is not a cure for surface roots - but will help the turf to compete with the trees by strengthening the grass.
Identify the tree. Is it a pin oak, a silver or red maple, etc.? Some trees will naturally have shallow roots systems, those that prefer wet lands. Often times shallow lawn waterings will enhance the root problem on the surface. If it's bad, the best thing to do is create a bed and plant ground cover or mulch it.
Trees or grass - choose which one you want. Or realize the quality of both will suffer - so therefore, lower your expecatations for what's possible if you must have both.
