Got fine by city need grass to grow in two weeks!! HELP!!

So I got a letter from the city saying i need to grow grass in my front yard becuase all you see is weeds and big patches of dirts. I need to know what steps to take to get this started.

Will they allow you to irrigate it to keep it healthy and growing? Otherwise, knowing how things are done in the land of fruits and nuts, you are better off cleaning it up one last time and putting down Astroturf. Don't mean to be so abrupt. but I know enough about California water restrictions to ask this question. I have a big problem with conflicting directives issued by bureaucrats.

Can I put a layer of top soil and seed and then top soil again over dead grass?

Trow some rye grass on it it will start growing in a few days ,then you'll have time later to get it established
