Im not 100% sure what you mean.. But, on mine there is a piece that you hold down on both sides when you are holding the grips. When you let go of both it should kill it. Does that make any sense?

HERE (http://www.encoreequipment.com/servicebook/08Walk-Behinds/Belt-Drive/PartsManual/WBBelt-DriveIPL.pdf) is a parts manual, Scroll down to the handle assembly. You will see the safety handles mtchockey30 mentioned. Part #'s 2-3-4-5 and spring #6, You will also see the switch on the left handle bar #25.....

ok???? on mine, there is a lever under the handles, that controls the speed. all the way left is No forward motion, and all the way right is full speed. the levers on the grip turn and if you squeeze all the way down, will go in reverse. if you let go of the grip levers, it just goes straight. you have to manualy reach down and push the lever under the handle bars, back to the left to stop it. hope it makes sence. i guess i need an operators manual for this , cause my mower doest work as you say?????

You must have the Hydro unit ? (no model numbers posted)
Take a look at THIS (http://www.encoreequipment.com/servicebook/08Walk-Behinds/Hydro_Drive/PartsManual/WBHydroIPL.pdf) manual, It still has the same style safety switch handles.

yes, it is a hydro, i dont know where a model # would be on this mower? there is a lever under each grip on the handle, and it controls the turn, but there is no safety switch, at all that i can see anywhere?? how does it work??

Without a model number which probably wouldn't help much since Encore's website has a lot to be desired..... No.
Can you post some pictures of your handle and control assemblies from different angles ?

dads been out with the mower
and ive been had surgery, so i havent got a chance to get a pic, but how would i wire a kill switch that would run on a lanyard that cliped to your belt, so when the mower got away, it would pull the pin and kill the mower??? any ideas?

The lanyard switch has two wires, Hook one to the kill wire going to the ignition coil and the other to a good ground.
If the lanyard pulls off the switch it grounds the coil killing spark and shutting the engine down.

Naaa, Not a pain......
Should be able to tap into the wire marked "M" on the back of the ignition switch.
Best of luck getting back out doors.....
