I have a Kawasaki FH381V 13hp.on a Scag 36".It has an electric clutch.The engine starts on the first pull,but there is no change in rpm when you move the throttle level.The choke plate will move but that is all.When you engage the blades there is no increase in rpm,making it almost impossible to mow.I need all the help I can get.
Do any linkages move on the carburator when the throttle is moved up/down?

Yes,linkages move,but once engine is running moving the linkage has no effect on engine rpm.Unable to throttle engine back to idle.

Check the carb throttle shaft for binding, With engine off grab the governor lever (bottom part in pic) and it should move up and down freely with a little spring tension.
This pic is from another post only to show you the governor lever;

The governor lever moves freely with engine off,with engine running you can move lever and rpm will increase,but rpm will not increase if you move throttle cable.Could there be problem with the governor?

Could there be problem with the governor?
Not likely, There is a spring hooked to this governor lever and the other end hooks to your throttle control assembly. Make sure this spring is in place and didn't break/fall off.
Also make sure your cable is not slipping/or has slipped in the hold-down clamp on this control assembly.
