25 Hp Kawi throttle response/govenor problems

I changed the crank case gasket on my 25 hp kawi. I put it back together and something isnt right. It acts like the govenor isnt working. I have adjusted according to the specs in the repair manual.- Losen the arm, rotate shaft. Kinda confused with the way they discribed it in the book.


It runs at really high as soon as you hit half throttle. (like 3700 rpms) And then when you try to move the mower back to low throttle it doesnt idle down.

I dont know why it is doing this. You can only adjust the govenor so much.


Gonna need some help on this one. As this is my second of two mowers that are down.

Did you remember doing as mentioned while installing the pan ?

Make sure the governor arm stays in the same position it is in the pic with the black plate with two fingers as is when flipping the pan for installation (hold it with hand).

The black plate can be twisted to the other side, If installed like that the plate will not contact the governor on the end of the cam and will cause over speeding.

I thought I did. If I didn't Install that right, wouldnt the govenor arm be in the wrong position? -Like 90* up?
