You didn't fill out your signature so we don't have any idea what state or country your in to offer much help. You cannot use a drummel to grind your blades, the paste is to back lap. You should do a search on reel mowers and educate yourself, if you want to narrow it down use the advanced feature and put in txgrassguy in the author section and you will get good correct info on reels. Then I would be calling mower shops to find out who can sharpen and adjust the mower for you as well as get you a catcher. Be prepared to pay $100 or more for that catcher, $75 for a grind and adjust. Golf courses use different equipment so they won't be of any help for a machine that small.

The first sharpening of a reel mower should be done by a shop that puts a relief grind on the trailing edge of the blade. This is important if the reel has been spin ground all the time to the point that the blade edge looks flat and broad. Once there is a relief grind, then it is possible to backlap. I backlap Tru-Cut mowers with a socket to fit the nut on the reel shaft. The socket is turned with a modified extension chucked into a 1/2" variable speed reversible drill. Most stores do not have what you need. Reel mowers are a rare thing in most locations. I do have to ask, what kind of grass are you cutting. In the North, reel mowers are meant to be used on bent grass, not the blue grass, fescue and rye mixes. In the South, a reel is the proper tool for bermuda, seashore paspalum and zoysia. If you are cutting weeds, I might suggest renovating to a more manicured type of grass if the golf course fairway look is what you are after. Even if you have the right type of grass to be cut with a reel mower, your maintenance changes from a lawn that is rough cut with a rotary mower. For one thing, you need to have control over how much water the lawn gets and proper fertilization becomes critical. Otherwise it is possible to turn a lawn into brown stubble that is cut at less than an inch. I have seen that happen in my area.
