Kawasaki hydrolic fluid capacity???

I have a 17 hp Kawasaki on a 48" Scag walk behind mower and it is time for it's first hydrolic fluid change. The manual says that it has a 7 quart capacity but I was only able to get 6 quarts back into the system, I'm assuming that there was simply just a quart remaining in the system but wanted to double check.
