In short - RUN don't walk away.
The unit in the photo is a utility tri-plex. You give no info about blade count in the reel, type of bedknife, brand and type of rollers so there is absolutely no way you can tell either how low or high it should cut.
Once a utility tri-plex value drops to below salvage value (which is where these two are at) you are looking at a shitload amount of mechanic work just for the tractor unit.
Cost to prep just one reel could easily be another $700-$800 once bearings, bedknives, reels and/or bearings plus the grind on the reel, plus reassembly.
So RUN, don't walk away from this.
