Broken Governor?

I have an older Ex-mark Lazer Z with a 25 hp Kohler on it , The governor seems to have broken the other day and it over revved it. I can stabalize the engine speed which is ok I guess until it hits thicker grass and without the governor compensating and adding more throttle it slows way down, I see no movement from the governor? This is a Horizontal shaft motor so removing the oil cover isnt unbearabale but still a pain. Is the governor serviceable? or wht? What goes bad in it or how does it work?

You might want to start the engine and see if you feel any resistance at the arm. When working, the govn will try to CLOSE the throttle. Maybe the pinch bolt is loose or the arm can't maintain clamping force anymore. If the arm loosened, it govn will have to be adjusted. Get service instructions from Kohlers web site You can get whatever you want in the way of parts.
