Cant get it started?????

Ok So here is the deal
I have a small riding mower and i started it up about 2 weeks ago and after a bit of work she fired up and ran for about half an hour. I put it away and came back 2 weeks later and now i cant start it. I changed the spark plug and i know im getting spark for sure, i changed out the gas and the fuel filter looks good. What could be my problem? im a little at a loss for what to do next. I don't think that its the carb, it looks pretty clean when i take off the airfilter and its housing. It just wont catch. Any suggestions?

tried the starting fluid,
ive tried the choke all kinds of ways and still no luck,
any other suggestions?

it's a fuel problem. clean out the carb and tank. put in some fresh fuel. what kind of engine is it?
