toro wh 240 problems

i have a toro wheel horse 240 series. the problem is when the engine is running that it wont stay idling and when i crack open the throttle a little bit the engine will scream up to the govered rpm (maybe past it i did not have a tach on hand at this time).
the carb seams to have only one adjustment (idle screw).
does anyone have any ideas of what this problem could be?

You may be looking at rebuilding or replacing the carby.
