aerating and erosion control

I have several clients with hillsides that are experiencing some erosion problems. Would aerating help this very much?

To my way of thinking aerating would loosen the soil and make
the erosion worse. Better to lay turf or hydro seed the hillside
and maybe aerate when the grass is established to relieve the
compaction.
