Signs like that are illegal in every jurisdiction.

And legal for you to remove.

They may be legal to remove where you are but don't try that here. While the signs may be illegal here it is also illegal for a citizen to remove them. They call it theft here. Only employees of the municipalities may remove signs posted in public right-of-ways.
