HELP, W/B motor loading up.

My walk-behind motor is loading up. I have to replace plug every week. I just replaced oil,filter & cleaned air filter. My buddy says the crankcase breather is plugged. IS THIS TRUE. And where is it on the kawasaki motors. It is the 14hp fc-420.

Does the engine use oil? Does it have blue exhaust? What does the plug look like - is it just wet or black and gummy? The term "loading up" is related to a very rich fuel mixture.
