I need to know if I should bid by an hour or by the job.....The job will be shall be maintained in all flowerbeds, mulch beds and tree rings on a weekly basis. either by manually or through the use of herbicides.

what is the average?

If you know how long it will take and have your materials figured, you should be able to price it by the job versus by the hour. It will cover you if your numbers are correct.
