2cycle Toro Problem

I received a 2 cycle toro finish mower from my grandfather, it looks to be in pretty good shape. When I spray starting fluid into the engine it fires right up then dies suddenly, and I can't get it to ever stay running it just dies, and won't spark at all without the starting fluid???? and sometimes the starter rope won't recoil all the way.

Any suggestions??
