Problems with hustler

i have a Hustler fastrack super duty 42" that i got in june of last year and i have had many problems with it. first, a wire wasn't connected to the starter so it wasn't charging. another problem is while cleaning the deck a few weeks ago i noticed that a bolt was missing, luckily i found it was missing before the deck fell down. another problem is the seat platform rubs on the bolt that holds it down. the next problem is i recently noticed that the hose clamp on the air intake hose was not in the right place so it wasn't doing anything. the last problem is that i found there is rust bubbling up around the motor and on the side of the frame behind the right rear wheel. also, the paint is flaking in other places around the welded edges of the deck also. Is there any way to have the seat and or rust problem resolved?
