Kawasaki 27 hp carb problem

The engine will start and run with the choke on and blows white smoke,the fuel pump appears to be working(electric),the carb has been cleaned and does not seem to make a difference,it has clean fuel,they brought it in for repair and said it would not run,I cleaned the carb and got it to run but not without the choke on.Thank you for your help in advance.

You didnt say which engine you have, water cooled or air cooled.
White smoke is usually water, head gasket or cracked head.
Blue or grey smoke is usually oil.
Black smoke is usually fuel.

Check spark plugs and compression.
