Would I be better off using Portland or Masonry cement for cementing down my soldier row of pavers? Does one have less lime? I read that lime can cause white spots on the pavers over time.

Use Summitville S-700 or it might be S-710 it works well and doesn't bleed like mortar mix or portland/sand/lime. Pavebond is always the best when you have a perfect level but Summitville works well if you need to adjust your grade. I belive they are out of OHIO and should have plenty of dealers.

You should use a Snap Edge or something similar. It is plastic and will work better than mortar, it will last a lot longer and when vibrating the pavers they wont break loose like with the mortar. Also, if you do mortar the edging, how long do you plan on letting them sit? You cant vibrate the pavers until that is dry, and that at least will cost you another days work. Go with the plastic edging, cheap and takes minutes to install. Use at least an 6-10 inch nail to hammer them in.
