What would be the man hours to take down a retaining wall construct a correct base and then rebuild the wall. Wall is 85 feet long, 2 feet high.
Should I use geo grid, and about how many courses of block should be buried?
Right now the wall is tipping out, home owner built it and did not build the base correctly, any input would be great, Thanks

It depends on how many guys you have working on it.
It would probably take our 3 man crew about 2.5 days start to finish, so about 60 man hours. For a wall that's only 2 ft. tall you probably don't need grid.
If it's the 4" Lowes Kestone Wall pieces, you should bury an entire course - possibly more, depending on what loading factors you have on the wall. You're gonna need at least 6" of compacted #2 Base (1.5" to dust) for the footer and geotextile to line the trench. We would put a drain field behind the wall as well.
There you have it...a rough guide to retaining wall construction.
In a freeze/thaw you may want to go a little thicker on the base
