Wetting agents

During times of drought the top layer of soil creates a crust, and then when it rains(t-storms) a large% of water simply runs off. My question is will applying wetting agents help water to absorb more efficiently?

yes i sprayed 1/2 of the sand on the side of my house and after it rained the unsprayed spot didnt soak in the sprayed part was wet 4 inches down
