24" Drain Pipe Needed Under Driveway

Have a client that wants the yard graded and sodded, however there needs to be a drain pipe under there driveway to meet county specifications. They want to know if there is someone that can dig under the driveway to install the pipe without having to tear up parts of the concrete driveway.

Anyone have a clue?

Water drill.....,but the size pipe and amount of earth needed to be removed will likely cause settling or cracking in the future. a 25" section of drive should be cut with a water saw, the pipe installed and fresh concrete pored
