I inherited a baseball field that was/is in need of some new maintenance practices. The field is a native soil and only has irrigation in the infield.

My questions are:
when is the best time to topdress a field (it has Tif419)?
If I topdress the outfield will the lack of irrgation cause the sand to burn up the little bermuda that is located in the outfield?

You should go ahead and topdress now while the bermuda is still growing good before it goes into dormancy. If your field is a high school baseball field you'll be alright spreading 80 ton of sand on there it will be about 1/8" layer and then brush or drag it in to work it down through the bermuda.
Good Luck,
