Craftsman 42" Hydrostatic Lawn Tractor Model # 917-271120.
My parking brake is not holding. I checked the owners manual and checked the measurements from the nut to the brake arm and it is 1 3/4" as per manual.
How can I repair this?

Try looking at:
Could be the brake itself is bad part #41.
But I would check that other items are working such as the linkage is actually moving the brake.
Such as item #37

How do I remove the brake pads? They appear to be enclosed in the housing.

There is a nut holding the brake lever onto the transaxle, Put a wrench on this nut and see if you can tighten it 1/4 turn at a time until you re-gain braking power. But you don't want to go too far or it could drag with the pedal up.

It seems that the problem was at that location but wasn't the problem. I had to remove the brake lever and clean it up a little. After many, many years of service the lever and pins had gotten rusty and a little pitted. I cleaned them up and applied a light coat of grease to the lever on the side where it makes contact with the pins. After making a few adjustments it will stop on a dime and give 9 cents change. The parking brake is strong as new. Thanks for the advice.
