Do I need A license (Florida)

Ok here is my problem I live in South Florida (Palm Beach)
Do I need a license to apply fertilizer not weed and feed or roundup as I know I need to be certified to apply either I'm waiting on my third year in business to apply for the limited license.

I have done a search to no avail on the subject of straight fert application.

Or in your opinion would it be better to sub the pest and weed and feed out?

you can put down fertilizer without a lic as long as it has no pesticide/herbicide in it. for existing customers you can apply pesticide fert if they furnish and store the product and application equipment but you have to use the customers spreader for that which i wont do
