Which do you guys think is better and why?

Stay away from K-31 tall fescue. It is generic quality from the 1950's. As the literature says "wide leaf blade". As the one reviewer said "great for pasture, cattle and horses love it." Only suitable for pasture. I has a reputation for forming large clumps.
Go with the "Houndog".
In fact, I think you could do better yet. Others can advise you better, but "Rebel IV" comes to mind. You want something that has no wide-leaf component and high disease resistance, especially to brown patch. Mixture should include about 10 percent quality bluegrass to provide greater ability for the resulting turf to spread and self-heal. Titanium LS (lateral spread) is also a good choice. On the retail level, Scotts is usually the quality leader.
Seeding grass is hard work. Do it right the first time. Or...hire a pro, one who has the proper equipment.
