I like a good topsoil being used to level the lawn with a broom rake and finishing it off with seed being raked into the finishing touches... irrigate at dawn and noon, possibly at 5pm if it is going to dry in the sun b4 sunset... best possible scenario... :)

The best way is to use a SS with a harley rack to get all the old grass tilled under and then have it hydro seeded. If its a small area just spread bagged top soil, then seed and rake over it. LOTS OF WATER.

Correct--however--be sure you use state-of-the-art seed. Must be disease-resistant to all common diseases. And suited to your climate and situation. You don't want to waste all the labor and water by sowing cheap seed. Be sure to include starter fert. Tupersan. Include booster feeding after 30 days. Dimension and weed control after second mowing. Water every day for 30 days.

The idea of tilling under with a harley rake means lumps and clumps... If you can avoid this then doing such and then hydroseeding... you are in business...
However, be aware that roughng up the old lawn means lots of bumps etc... :)
