Try this linkLeach Field (http://www.human.cornell.edu/txa/extension/wq/maintenance.cfm)
We do it just like any other part of the lawn. What is your concern?

grass usually grows best on top of the leeching field. just plant it like you would anywheres else.

Well I have seen it before that when it gets dry like this summer grass dies and also looks kind of awful, Can I apply like about 5" of top soil on top of it?

I doubt that you can change the elevation on the leach field, local health codes will prevail.
Here in Massachusetts the leaching system is supposed to be between 9" and three feet from the surface.
If you are worried about violating the law, get the engineer's name from the homeowner and ask him if it is OK to add the 5".
It should be fine.
