Fs 110 rx exhaust valve question.

Hi Somebody gave me a fs 110rx.
Thats been out in the the weather.
Has compression and sparks.
I took off the valve cover the exhaust valve side is not working.
I took off the valve spring and under the valve spring a thing called a collar screw according to the part diagram.
It is not moving it is stuck.
And also the push rod is out of it is still there.
Any help would be great.

Probably not going to be many takes to help ......should have stayed with 2 stroke they are easier to work on.

Got it fixed now that I know more about engines it was the valve stem that was stuck. took some needle nose pliers and pried it up and down with spraying some corrosion x on it valve stem not stuck anymore.
