What are bales of leaves for?

Saw a truck and trailer loaded with leaf bales. Like a hay bale a farmer would have, but only made out of leaves. What is the purpose of this? Anyone know?

I think that baled leaves are used for agricultural fuel and for making compost.

Some municipalities bale curbside leaves and load them to trucks for hauling/disposal.
