ok so been trying to get seed to grow on a hill side since last spring.

last spring there were monster rains so we waited to seed. most of the dirt washed in the ditch.

we seeded in the fall only to find it never rained for like 2 months. all the seed died.

is it still too cold to seed? from minnesota

No, not too cold. It will just be slow in germinating and growing.

Since you mentioned a hill side. Have you considered using some sort of mat or mesh? That would help out with erosion control and help keep the seed moist. It might even help with temps this time of year.

I've seen road crews seed all times of the year and some % would take.

Try the 'floating row covers... they're expensive, but reusable and more effective than straw...

Seed over requires soil temps to be in a range. Depends on the seed. Get unhulled seed if that is an option for your variety for faster germination. If it is a hill then Love Grass is great but not sure about your area.

Grass seed will germinate when the air temp is at least 70 during the day and the soil temp is at least 50 at night.

So go to your favorite internet weather site and when the 10 day forcast looks good then go for it.

It takes time for the seed, any seed, to go through its process before it will germinate... waiting for the weather to begin the process wastes time...

That is why the 'dormant seeding' process is quicker than any seeding done after the ground has thawed... the best time to plant the seed in the Spring is now,,, but soaking it into loose soil just 1 time is adequate, until the weather warms and the rains start...

Seed heavy a good per. rye maybe blended with some fine fescue for drought, straw blanket s, steak it, do your rain dance
