We use Thoroseal works real well easy to apply.

My garage floor is below grade and we used a Grace bituthene waterproofing system which has worked out really well- primer on the block and brick then a sticky-back membrane with a thick protector between the membrane and the fill so the membrane doesn't get damaged with backfilling.
