Prickley Pear Infestation

I need to know how to kill Prickley Pears(cactus). We're cleaning up an eighty acre piece of land in central Florida . We were told that if you bush-hog the cactus, you'll have ten little new ones for every one mowed. It's mostly mowable with grass on it at this time.

Over here they introduced an insect that eats the prickly
pear. I don't know of any chemical treatments for this.
