My 21" mower is a Toro recycler. I use it for trim work, it only gets about 5 hours a week total. I have never had a problem with it.

go get a lawnboy 2 cycle, it will outlast alot of things, Try using Amsoil (http://www.lawnsite.com/search.php?action=showresults&searchid=84622&sortby=lastpost&sortorder=descending) in it, no more smoke!!

Quality, 21", mulcher, commercial Honda with dual mulching blade kit, but it'll cost about twice what you say is your budget. Why don't you check around some service centers and/or shops for used or traded equipment. Might be able to stretch your dollars a little more.

I have a Lawnboy Silver Series 21". I bought it over the Toro because of the two stroke engine and it is very light. I have to mow several ditches and it has done a pretty good job. I must say if I was just mowing flat ground with a 21" I would have bought the Toro Personal Pace.

There are numerous suggestions posted here, take one or not!
Your original statement telling what you WANT to spend was noted, but,
Quality
Mulching
Under $400.
DON'T GO TOGETHER!!!!!!!!

So go spend what you want on your choice.
Have you looked at repair shops/dealers yet, or do you have to have something new?
For the amount your willing to spend, this might be your best bet, could even end up with a mulcher that will do a really good job for you.
