Kawasaki recoil pawls

I have a Kawasaki FB460V 12.5 HP engine on my Toro wb. It has recoil start.

The pawls are not engaging the fly wheel -- they do not stick out. They seem to stay retracted.

Any ideas on what the problem could be?

the recoil retainer needs to stay static when you pull the starter until the dogs engage, meaning the screw on top could be to loose or to tight, make sure you have the small spring under the retainer too.

I cleaned out a lot of dirt. should the pawls be lightly greased?

i would use oil before grease.
