I have the 23 HP Kaw motor and from the first day that I got it, the motor surges anytime the throttle is at half or less. Is this a common problem? My mech does not seem to be able to resolve the problem and a new carb is on order.

This is something we've seen from a few of the Kaw's but in very limited numbers. Generally Kaw will have the dealer clean and re-jet the carburetor. If that doesn't solve the problem then the carburetor is often replaced. I'm not completely aware of all the specifics regarding the proper R & R of the carb or what they use to determine when a carb needs repaired vs. replaced but it sounds like your dealers is doing the right thing.
