we have two 21" toro prolines and they are the best on the market. as far as 2 stroke vs. the 4 stroke, in my personal experiences in dealing with small engines the 4 strokes will outlast the 2 strokes hands down. it is pretty much up to you as the buyer as to which one you can afford. but i can assure you the 4 stroke will definately outlast the 2 stroke.

I just got a 2 stroke with bbc. It was hard to find with bbc. It had to be shipped out of state. But i love it. It mulches and bags great.

2 cycle will last you much longer!!!!!
I have a 1984 proline with a 2-cycle and it starts on 1-2 pulls (original engine). I also have a JD with the kawa 4-cycle and it is OK but needs much more maintenance and is more compicated. The kawa seems to not have as much power.
