Walker Kohler Fuel Pump??

I have a 1998 Walker with a Kohler 20HP engine. I ran it out of fuel by mistake, and now I cant get it to draw fuel. I filled the tank halfway but the engine was getting no fuel. If I pour a liitle fuel right into the carburater it runs on that fuel but wont draw any from the tank? I pulled the line from the fuel filter and gas will run out the line from the bottom of the tank. I bypassed the fuel filter with a piece of tube just to eliminate a dirty filter being the problem. It still seems like it is not pumping fuel.
ANY IDEAS!!

Do walker's have fuel pumps? if they do you shoud take the out line off to see if it's pumping.
