Planting beyond fall

Can you plant during the months of Dec. and Jan. as long as the ground is workable without dessication being a factor? Can the same plants go through the winter without a layer of mulch.

I've planted a whole new landscape in late Dec. and as early as Feb. with no problems, but they still have to be watered unless it's freezing and mulch is a necessity. Anti dessicant might help but i've never bothered using it
