Making a flowerbed bid price?

I have a potential customer that wants me to make a flowerbed that is approx 643 sq feet. She wants me to till the exisisting grass and then edge and mulch. A little advise would great.
I was thinking about using landscaping plastic and just kill the grass underneath but i guess she wouldnt be able to plant flowers.

Rent a sod cutter to remove grass, plant plants, put down pre emergent, mulch and go..

Rental cost + materials + $ per man hour = total cost
