Tilling question

I have a customer that wants their garden tilled. They also want 2-3" of new top soil thrown down in their garden. Do I put the soil down first and then till, or do I put the soil down after I till?

Try tilling it first, then mixing the new soil in a retilling a little more. It will be a nice "swirl" of brown and black and the topsoil should be evenly distributed. Good Luck!
