Please help with disease diagnosis

Got a problem.

Started on a camelia, moved to azaleas.

It makes the tips and sometimes the whole leaves get REAL fleshy and green, and eventually split. On the azaleas, the leaves wrinkle and get white.

I mean REAL fleshy.

spittle bugs make the spit stuff... but then azalea get that big fat fleshy stuff, some sort of gall. nothing real bad, just pick off the bad leaves.... but if its spittle bugs you might need to spray to kill them if they are doing major damage to the tree.
